NRW.innovativ visits the workshop “Transformative realignment of regional structural policy
within the framework of the pan-German funding system”

As part of the UBA workshop, which took place on April 19, 2024 at the Federal Environment Ministry, participants from science, associations and politics discussed the expansion of structural policy and the All-German Funding System (GFS) to include transformative policy goals and instruments. Based on conceptual preparatory work that proposes an ecologically sustainable, forward-looking and transformative structural policy, possibilities and opportunities as well as challenges and conflicting goals of a possible realignment were examined. In addition to perspectives and previous activities from a practical perspective, the state of science and research was also discussed.

What implications does it have for NRW?

  • Structural policy within the framework of the GFS is divided into more than 20 funding programs from different departments, which are to be continually developed and interlinked. At the same time, preventative anti-intoxication measures should play a more central role.
  • The extent to which structural policy (“equal living conditions”) can be intertwined with transformation policy (“addressing social challenges) is an open question.
  • It is undisputed that transformative developments particularly affect structurally weak regions, so integration seems to be appropriate, although this will foreseeably increase conflicting goals and governance requirements, also for NRW.
  • For North Rhine-Westphalia, this means thinking about change tendencies that arise from the pressure for transformation in certain sectors (mining industries, etc.) at an early stage and, where possible, addressing them with structural policy instruments.
