About the European Innovation Scoreboard (EIS):

The European Commission's European Innovation Scoreboard (EIS) evaluates the innovation performance of EU member states and some third countries. Annually, countries are compared based on indicators such as R&D expenditure, patent applications and high-technology exports and divided into four performance groups: innovation leaders, strong, moderate and emerging innovators. The EIS supports policy-making by identifying strengths and weaknesses and stimulating targeted measures to improve innovation. In addition to EU countries, the EIS also includes countries such as Norway and Switzerland to provide a comprehensive picture of regional innovation performance and strengthen Europe's global competitiveness.
