How municipalities in North Rhine-Westphalia can redesign public transport and develop sustainable mobility solutions through automated driving

North Rhine-Westphalia is facing a decisive transformation in public transport: Automated and connected mobility (AVM) offers innovative approaches to meet the challenges of the mobility transition. The handbook "Autonomous Driving in Public Transport," published by the Federal Ministry for Digital and Economic Affairs, serves as a practical guide for municipalities and mobility providers who wish to integrate autonomous vehicle solutions (AVF) into their public transport strategies.

The focus is on the role of municipalities as key players in the development of physical and digital infrastructure, strategy creation, implementation, and performance monitoring. The handbook is divided into four phases – from planning and operational organization to legal compliance and evaluation – and offers concrete recommendations, checklists, and best practices.

Of particular relevance to North Rhine-Westphalia is the connection between technological innovation and local public services. The use of AI, V2X communication, and cooperative transport systems can close service gaps and create new mobility options – accessible, sustainable, and future-oriented. This also requires new strategies for personnel development and data protection.
