The new Production Launch Centre Defence connects industry, research and innovation stakeholders for greater security and technological sovereignty.
North Rhine-Westphalia is responding to the changed security policy situation with the planned establishment of a technology and development center for the security and defense industry. The Production Launch Centre Defence (PLCD) will create a platform that brings economic actors, research institutions, and innovation clusters closer together and specifically addresses military and security-related needs – such as those of the German Armed Forces and NATO.
The center is currently being developed under the leadership of the Ministry for Economic Affairs, Industry, Climate Protection and Energy in coordination with industry partners. The focus is on practical projects that accelerate the transfer of technological developments into marketable systems and industrial production solutions. The aim is to shorten innovation cycles, expand production capacities, and strengthen the industrial base for security and resilience in Germany and Europe.
Minister Mona Neubaur emphasizes that this "turning point" is understood as a concrete mandate for action. North Rhine-Westphalia intends to utilize its industrial capacity, scientific expertise, and innovative strength to strategically expand its defense capabilities and strengthen Europe's technological sovereignty.
The PLCD is to be designed as an industry-driven platform where companies of varying sizes – from startups to large corporations – collaborate with research partners. Its development is supported from the outset by key industrial companies: Rheinmetall, Mubea, and Lockheed Martin, together with Minister Neubaur, signed a Letter of Intent at the Munich Security Conference and will play a leading role in shaping the center.
The initiative promises additional investments, new high-tech opportunities for companies and employees, and greater international visibility for the region. At the same time, the PLCD aims to facilitate access to security-relevant innovation projects for small and medium-sized enterprises (SMEs) and start-ups. North Rhine-Westphalia is thus positioning itself as an active participant in the realignment of security policy and as a European hub for defense innovation.
