World Government Summit honors innovative approval platform – open-source approach and strong partnerships ensure transparency and sovereignty.
At the World Government Summit 2026 in Dubai, Germany was recognized for its advanced use of artificial intelligence in public administration. Federal Minister for Digital Affairs Dr. Karsten Wildberger accepted the award in the category "Best Use of AI in Government Services" on behalf of the country. The award recognized an agent-based AI solution developed by the Federal Ministry for Digital Affairs and Public Sector Modernization (BMDS), which significantly streamlines planning and approval processes for infrastructure projects.
The system supports authorities by automatically analyzing and structuring application documents, checking them for completeness, and generating qualified decision proposals. This accelerates complex procedures and reduces the burden on administrative processes. However, the final assessment and legal responsibility explicitly remain with the responsible staff.
A key objective is the broad usability of the technology: The BMDS plans to gradually make the AI solution available as an open-source application to enable its use at the federal, state and local levels.
The Fraunhofer Institute for Intelligent Analysis and Information Systems IAIS is the primary technical partner for the project. Together with partners such as Capgemini, Aleph Alpha, Mistral AI, DEMOS plan, STACKIT, Edgeless Systems, and other Fraunhofer Institutes, IAIS is developing key AI components. As a "sovereign partner," the institute contributes to ensuring the solution's performance, transparency, and compliance with the rule of law.
